Guidelines for Student Transition Counseling and Linkage Services at the National Tsing Hua University

Adopted in the Student Counseling Service and Prevention of Student 3rd Degree Self-harm Committee Meeting on October 19, 2017

I.

The Guidelines for Student Transition Counseling and Linkage Services at the National Tsing Hua University (hereinafter referred to as “the Guidelines”) are set forth by the National Tsing Hua University (hereinafter referred to as “the University”) pursuant to the Ministry of Education’s Regulations Governing Student Transition Counseling and Linkage Services with the aim of providing students with comprehensive and continuous transition counseling and linkage services while studying at the University.

II.

The terms herein mentioned in the Guidelines are defined as follows:

  1. High-risk student: A student who has received intervention counseling and remedial counseling given by the Counseling Center of the Office of Student Affairs (hereinafter referred to as “the Center”) while studying at the University.
  2. Referral case: A student who has been listed as a student in need of continuous counseling in the Student Transition Counseling and Linkage Services Reporting System of the Ministry of Education (hereinafter referred to as “the Reporting System”), or who has been considered by the assessment meeting of the University as a student in need of continuous counseling even after leaving the University.
  3. Evaluation consultation meeting: A meeting to decide whether a student should continue to receive counseling after leaving the University.
  4. Referral case conference: A meeting to exchange opinions and discuss about a case of transitional student.

III.

The Center shall call an evaluation consultation meeting to determine whether a high-risk student should be listed as a referral case one month before his/she graduates.

The Center shall call an evaluation consultation meeting to determine whether a high-risk student should be listed as a referral case within one month of his/her leaving the University due to unexpected reasons or failing to register on time.

The two aforementioned evaluation consultation meetings shall be presided over by the President of Office of Student Affairs (hereinafter referred to as “the President”) or a representative designated by the President. Committees shall consist of the President, the Director of the Center, the case manager in the Center, the student’s academic advisor, a full- or part-time counselor, and staffers of the Office of Student Affairs. When necessary, the meeting can invite the student’s parents, guardians or legal representatives, off-campus resource personnel, professional counselors/psychologists/social workers, and scholars or specialists as nonvoting delegates.

IV.

After a student is determined as a referral case in an evaluation consultation meeting, the Center shall upload his/her basic information to the Reporting System after the student leaves the school and continue to follow-up with him/her for six months. When the student is confirmed to have enrolled in another school, the Center shall notify his/her current school through the Reporting System in order to provide him/her transition counseling and linkage services. If the student receives no schooling after graduation, the Center shall notify the Ministry of Education through the Reporting System for further case management after six months of follow-up.

V.

The Center shall proactively obtain a list of newly enrolled students to check whether anyone is a referral case in the Reporting System within one month of the first day of school.

If a newly enrolled student is a confirmed a referral case, the Center shall activate the on-campus case management mechanism. If deemed necessary after assessment, the Center may notify and request the student’s original school to provide counseling-related documents and call for referral case conference. The Center may also invite the main responsible counselor/psychologist of the original school to attend the referral case conference. Any traveling expenses incurred from the meeting may be paid by the University, if necessary.

Pursuant to the Regulations Governing Student Transition Counseling and Linkage Services promulgated by the Ministry of Education, counseling-related documents shall not be provided until a letter of consent from the student or his/her legal representative has been obtained. This rule does not apply under one of the following circumstances:

  1. Transition counseling is requested by the student or his/her legal representative.
  2. It is for the public interest and approved by the Ministry of Education.
  3. It is necessary for the protection of life, body or health of the student.
  4. It is requested by any other laws or regulations.

VI.

If a student was admitted to the University not as a referral case but the Center finds it necessary to give him/her intervention counseling or remedial counseling, the University may request the student’s original school to provide counseling-related documents or designate a counseling teacher or a professional counselor to attend a referral case conference at the University. Any traveling expenses incurred from the meeting may be paid by the University, if necessary.

VII.

Personnel who have learned confidential information or personal information and have produced or possessed relevant documents while engaging in transition counseling and linkage services shall keep them confidential and shall not disclose or make public such information and documents without legitimate reasons.

VIII.

Pursuant to the procedures in the Regulations Governing Student Transition Counseling and Linkage Services, the Center shall provide current school of a referral case with his/her counseling-related documents in confidential within fifteen days starting from the next day of receipt of the request from the current school.

To assist transition counseling, the University shall designate a main responsible counselor/psychologist to attend the referral case conference upon the request of the student’s current school.

IX.

Affairs related to physically or mentally challenged students shall be subjected to the Regulations Governing Student Transition Counseling and Linkage Services for Physically and Mentally Challenged Students at All Stages of Educational established by the Ministry of Education. Any other laws or regulations established for physically and mentally challenged students shall prevail.

X.

The Guidelines become effective after been adopted by the Student Counseling Service and Prevention of Student 3rd Degree Self-harm Committee Meeting and ratified by the University President.
